The best time of the year is late August and September. Sounds like you have a small boat.

Conneaut or Ashtabula: would be a good choice.
Distance out in the lake is 3 to 5 miles usually, just look for the pack of boats and have lots of minnows.

Weather: try to catch a day when the high pressure is centered over the area and you should have a flat lake for safe boating. Stay clear of any approching cold fronts!!!!!!!!!
